November 11, 2025

Temporary provisions for Rooming Accommodation under Schedule 6 of the Queensland Planning Regulation are set to expire on 2 December 2025.
This will affect the approval and assessment process for new Rooming Accommodation developments. Here is a breakdown of the key points:-
- Expiry Date:
The temporary provisions under Schedule 6 of the Planning Regulation 2017 will expire on 2 December 2025. - Impact on New Developments:
After 2 December 2025, the assessment category for new Rooming Accommodation developments will revert to the local government planning provisions relevant to the area. - Projects Underway:
To ensure ongoing projects that are not yet completed – where a building approval has been granted (prior to expiry of the current provisions) but not yet issued an occupancy certificate can continue without interruption – provisions will be introduced, as well as to provide clarity for planning application stakeholders. - Completed and Operational Developments
Existing Rooming Accommodation developments that are completed and operational will retain their use rights. - Future Applications (Post 2 December 2025)
For development applications lodged after 2 December 2025, applicants will need to follow the relevant local planning scheme for guidance on applicable assessment pathways.
