New Temporary Local Planning Instrument 01/2022 BCC – Protection of Properties in the Moorooka War Workers’ Housing Estate

Brisbane City Council has adopted the TLPI 01/22 at its meeting of 25 October 2022, with an effective date of 02 August 2022.
The TPLI will cease to have effect from 2 August 2024 (unless otherwise repealed).
TLPI 01/22 provides immediate temporary protection of the heritage values, of the 180 lots within the Moorooka War Workers’ Housing Estate, until City Plan is amended to permanently include the affected lots, into the Heritage Overlay as a Local Heritage Area.

Council has released a comprehensive factsheet that outlines the effect of the TLPI, and answers some FAQs around the implications for extensions, and additions to existing cottages, including requirements for new carports and garages.
- Demolition (full) is not supported by the TLPI, nor is raising, shifting, or relocating original cottages.
- Restoration by removal of unsympathetic additions added over time is supported.
- Front fencing should be a maximum of 1.2m in height, and does not obscure view of the dwelling from the street.
- New dwellings on lots that do not contain an original cottage, are compatible with the streetscape character and heritage values of the estate .
The TLPI document outlines the Level of Assessment, and relevant assessment benchmarks for development, including MCU, ROL, OP Works and Building Works. Heritage Exemption Certificates may be applicable for some Minor Works as detailed.
*Note the lots within the estate are currently mapped within the Traditional Building Character Overlay area.
